Regen and the Electricity Storage Network have responded to the Ofgem call for input on the Transmission Constraint Licence Condition, following a members' workshop on the issue in mid-January. This call for input sits alongside the Transmission Constraint Licence Condition guidance consultation and some recent penalties confirmed by Ofgem. And is part of a wider policy trend looking at reforms to constraint management (e.g. Balancing and Settlement Code P462).

In our response, we highlight the investment risk from an expansion of the TCLC, the low market power in the Balancing Mechanism that grid-scale batteries endure (e.g. 80% skip rates), the lack of clear market information on transmission constraints, and we ask for an open and competitive constraint management market solution.
