Power to places and people

A locally led energy transition can bring the skilled jobs, investment and resilience needed for a green recovery and put the country on course to achieving a zero-carbon society. We aim to empower local places with the authority, responsibilities, capability and funding needed to achieve their net zero goals.

To achieve this, we are addressing several critical barriers delaying local places and people from having the power to reach net zero:

  1. Powers and devolutionLocal authorities lack clear powers or responsibility for delivering net zero, leading to inconsistencies within and between regions.
  2. Evolving net zero planningNet zero planning methodologies need to improve to provide better value for local authorities, support delivery of local ambition and link to wider spatial planning initiatives.
  3. Energy system knowledge Many local authorities have ongoing and unresolved resourcing challenges and energy system knowledge is inconsistent or out of date.
  4. Local energy systems The current energy system is not designed to support local energy systems effectively, preventing a range of local and national benefits.
  5. Economic viability Community energy generation projects are stifled by the cost and complexity of planning and connecting projects, and a lack of access to finance and expertise.

By tackling these challenges, we aim to ensure that the benefits of the transition are brought to a local level, fundamentally democratising our energy system.

Poppy Maltby

Head of local energy

Poppy leads our work on local energy, supporting local authorities and communities to plan for and deliver net zero. Since joining Regen in 2017 she has delivered and directed significant areas of work including DFES, network charging, heat delivery and innovation projects.

Poppy particularly enjoys tackling strategic challenges and finding innovative solutions, and is currently Regen’s programme director for our contribution to Innovate UK’s Net Zero Living Programme.

Prior to Regen she worked at EDF Energy for seven years on sustainability strategy and policy as well as for the UK government in the Sustainable Development Commission.

Poppy lives and works in Dorset by the Jurassic Coast and tries, often reluctantly, to swim in the sea once a week.
